Gandhidham-Adipur Many Masters But No Master Plan!

Gandhidham-Adipur Complex is probably the only complex in the whole of the country that is controlled by Multiple Agencies but this multiplicity has proved to be a Bane instead of being a Boon!

To add to the already worst situation, the Gandhidham Development Authority has now disclosed under RTI that it has made thousands of changes to the Original Master Plan but has not recorded the changes on to the Master Plan and as on day they do not have an updated Master Plan with all the changes recorded on to it.

Imagine a Development Authority that does not have an updated Master Plan of the Town that it is suppose to develop. This is just one of the instances that justifies the need to scrap this authority all together or at least calls for action against the officers who have secured promotions but have not done even the basic work. Clearly the officers have concentrated on self development rather then development of the complex.

I and my advocates are studying many more such things and soon you could see a lot of action happening.

The Issue of Increase In Transfer Fees – Are We Going The Right Way?

The Issue of Increase in Transfer Fees is the Hottest Topic in the Gandhidham – Adipur Complex and why not, It is a matter that is going to effect one and all. The issue has many stake holders besides the trade or business, there is the large service class, there are retired people and there are people who are in business or profession but for some reasons are not members of any trade body.

The Gandhidham Chamber of Commerce and Industry (GCCI) is spear heading the agitation against the Increase in Transfer Fees. The Property Dealers Association which is also a constituent of the GCCI is partnering the agitation.

By virtue of it being allotted a seat on the Board of Trustees of the Kandla Port Trust and the GCCI accepting the same and nominating its representative on to the Board of Trustees of the Kandla Port Trust the GCCI has become an integral part of the Kandla Port Trust. To say it in simple terms it is a part of the Ruling Alliance. On one hand the GCCI is a partner of the ruling alliance and on the other hand by leading an agitation it has dawned the role of the opposition. It is very important for GCCI to decide the role it wants to play in this entire issue. If it wants to be with the Ruling Alliance it should stop leading the agitation and if it wants to lead the agitation it should quit the Ruling Alliance. 

The question of Transfer Fee involves complex legal issues that need to be viewed in totality and isolated knee jerk reactions like making some representation or pressurizing the Board of the Kandla Port Trust to pass some resolutions would never lead to a solution that can withstand judicial scrutiny. All the stake holders need to be brought on a common platform,  the issues need to be analyzed and then legal solutions acceptable to all stake holders need to be worked out. Confrontation will surely not deliver the results.

The Honorable Supreme Court of India has held that Bandhs are Illegal. They result in extensive hardship to the people and cause huge financial losses to the Nation. The Honorable Court has ruled that no one has a right to Call or Enforce a Bandh. Leaving aside the Legal Situation for a while let us ponder whether the recent Bharat Bandh was successful in bringing about a reduction in prices? if not how is the proposed Bandh on 2nd August 2010 going to be different and bring about a reduction in Transfer Fees?

Let us not be driven by emotions and blindly follow people who do not have clarity about their own roles. Let them Bequeath Power if they want to lead the agitation. Think – Are We Going The Right Way?

Spy Camera & Other Spy Ware – The Unknown Dangers!

A lot has happened in the last two weeks at business and in my public life. Many of the incidents have been real eye openers. I will be sharing them one by one as time permits because the coming weeks are going to be hectic both in the business and public life domains.

I am sharing this incident with the world as it brings out the dangers of spy cameras and changing loyalties.

Recently in public interest I made a compliant which among others involved an IAS officer. The IAS officer probably because of his guilty conscious immediately summoned his core team which had among it one officer whom the IAS officer considered next to God (Bhagwan). Because of his closeness to the IAS officer I refer to him as a Special Officer.

This Special Officer was given the assignment to do some hanky panky illegal things to harm and damage me. Now this officer was so shrewd that he was carrying a pen spy camera and recorded the IAS officers instructions on it (both Video and Audio).

He then visited my office in the evening but as we strictly work only up to 5.30 he found the office locked. He came again the next day to communicate the happenings and show me the video recording but as I was out of station he told my office to put a call to me and updated me of the happenings.

The Special Officer then completed the damaging acts as directed by his boss.

When I was back this Special Officer came to my office again with a CD containing the video of the IAS officer. He said that whatever he had done was at the instructions of the IAS officer.

The Video showed the IAS officer behaving in the most uncivilized way. The Video revealed that the IAS officer knew lot of abuses and could easily win a competition for his knowledge in this sphere. After his spate of abuses he was inquiring from the officers who were the people in his organization who were very close to me. One of the officer pointed out that it was the Special Officer who was the closest to me and he would have had over 1000 coffee meets with but the IAS officer was not inclined to believe. This was followed by the illegal instructions to this Special Officer.

Now this Special Officer wanted to make a deal with me where he was ready to part with the copy of the CD and some other important documents as evidences against the IAS officer on my assurance that I will indemnify him. I sought time from him as two conflicting thoughts immediately came to my mind:

1. If Government can pardon offenders and use them as witnesses why should I not use this Special Officer

2. If the Special Officer is not loyal to his boss who treats him as God (Bhagwan), will he be loyal to me?

Now I throw these thoughts open to the world and seek the views to help me take a guided decision.

As a public spirited citizen the indiscriminate sale and usage of the Spy Camera and other Spy Ware worries me a lot. It has become necessary to remain alert as you don’t know who is loyal and what is the spy ware on his body.
